Local authorities should now be setting up the Police and Crime Panels which will hold to account the new Police & Crime Commissioners who will be elected in November 2012.

Details of Police and Crime Panel arrangements and membership have to be supplied to the Home Office by July 2012. A statement about the purpose, powers and membership of PCPs has been published by the Home Office and guidance on establishing Panels and related Regulations should be available in March 2012.

The funding allocation to Panels has been increased to £53,300 per area per annum for support and running costs, which may make employing a dedicated member of staff to support the PCP more feasible, and increase its effectiveness.

Frontline Consulting can provide specialist support to local authorities to raise awareness of the Police and Social Responsibility Act, the introduction of Police & Crime Commissioners and Panels, and the implications for Community Safety Partnerships.

We can:

  • introduce councillors to the implications of Government police and crime reforms
  • train members in these new arrangements and structures
  • facilitate support for new working relationships between stakeholders at force level or lower
  • facilitate support for councils that will host the Police and Crime Panel, helping to establish the Panels and address issues around membership, role and relationships
  • facilitate support for Community Safety Partnerships and crime reduction and community safety strategies in the light of changes to police accountabilities
  • provide training on partnership working.
